Biography Oliver J. Carter was a U. S. District Judge. The son of California Supreme Court Justice Jessie W. Carter, he was born in San Francisco and reared from early childhood in the Shasta County town of Redding. He graduated from Stanford University and received his law degree at Hastings College of the Law. Initially, he practiced law around Redding.
